Description of problem:

There are no neovim packages for neovim/python-neovim for EPEL 8 with RH8 and CentOS8 already being out.

Update:
- all dependencies now built, except for lua-luv (needed for neovim >= 0.4.0)
- libuv in RHEL/CentOS 8 AppStream is also too old for neovim 0.4.x
- libuv-devel is missing (see related bug)
