Description of problem:

The nmstate-0.2.0-2.el8 does not have these support of:


 * Per VF, support (changing and reading) the following options:
    * mac
    * spoodcheck
    * trust
    * promiscuous mode
    * VLAN, ethernet priority
    * min-tx-rate
    * max-tx-rate
    * QoS (see also QoS line below)

All feature requested are in nmstate-0.2.3-1.el8.

Except the QoS which no project is requesting it and no valid use case.

And these two is not supported yet due to the limitation of NetworkManager and iproute2:

    * promiscuous mode
    * VLAN, ethernet priority
