Description of problem:
Bricks are in offline state when brick-mux is enabled on gluster nodes.

even though `gluster vol start $vol force` is also not working.


Version-Release number of selected component (if applicable):
glusterfs-6.0-24.el7rhgs.x86_64

Steps to Reproduce:
1. Create more than 200 gluster volumes.

Actual results:
Bricks were offline.

Expected results:
Bricks should be online.

I have verified the fix on 6.0.25
I don't see the issue anymore.
Would like to get a confirmation from OCS testing once ocs 3.11.5 image is built on 6.0.25 which QE is still waiting on

got confirmation from ocs QE sme that the fix works on OCS environment too, hence marking as verified
{also clearing needinfo on Mohit, as they are resolved/stale}
