Description of problem:
If there is no VPN connection, there is a placeholder text "Not set up" in Network tab. If I add some connection, placeholder disappears and the connection is shown in the list. If I delete this connection, it disappears from the list, but placeholder is not shown (just the border which makes look of ugly artifact). If I switch to another tab (e.g. Power) and back to Network, the placeholder text is there again.

1. add VPN
2. remove VPN

placeholder text is not there

The fix is in 3.28.2-14.
