Description of problem:
There is a scenario where the customer is checking his /var/lib/candlepin/candlepin-crl.crl file increasing a lot and it's not shrinking in a timeframe.

satellite 6.6 with candlepin-2.6.9-1.el7sat.noarch

How reproducible:
100%

Steps to Reproduce:
1. When doing CP CRL calls, the file just increase

Actual results:
Big file

Expected results:
This be controlled or at least in a small size, once this is not much used by Satellite at all.
