Description of problem:

Create a new container image for a new rh-ruby27 SCL. The container should be called ubi7/ruby-27 and will be also available under rhscl/ruby-27-rhel7 name in the catalog.

The images should work pretty similar to the rhscl/ruby-26-rhel7 or ubi7/ruby-26 container images.

Initial build is done. But:

See bz#1819245, some rubygems are not install-able using bundler, which also means some example applications do not work (means tests fail). We need to discuss whether this is a blocker for Beta or not.
