Description of problem:
Importing template from UI when the imported templates have changed, post-import reports are not reporting that change. It just says "there were no errors".

Satellite 6.7 snap 6

How reproducible:
Always

Steps to Reproduce:
1. Successfully Import the template from local repo / git repo.
2. Make some changes to the template in local / git repo.
3. Reimport the same template with the new change.

Actual results:
Import template reports are not reporting a change in the template.

Expected results:
Import template reports should indicate that there is a change in the template.

Valid RFE, I do not see this happening in 6.7 time frame.
