We should rebase DPDK to 18.11.5 since it includes the fix for CVE-2019-14818.
Moreover we already rebased the DPDK inside openvswitch2.11 and openvswitch2.12 to 18.11.5.

The rebase has been verified by running PvP 64 bytes 0-loss tests --- got about 10 Mpps.

Sorry, the PvP 64 bytes 0-loss rate observed was about 8 Mpps --- 2q/4PMDs.
