Description of problem:

Would like to be able to set the rate limiting in journald for a process higher than what the system wide limit is set to. This is a request for a new feature.

This is definitely not going to end up in RHEL-7 because of how far it is in the development cycle.

However, what you request is a subset of https://github.com/systemd/systemd/issues/12123, which is currently being worked on upstream.
