Description of problem:


There was a similar bug [1] opened for this issue.  And the bug fix was provided in the version systemd-219-65.el7. 
But this same issue is observed for the higher version of systemd package systemd-219-67.el7.1

Red Hat Enterprise Linux 7 shipped it's final minor release on September 29th, 2020. 7.9 was the last minor releases scheduled for RHEL 7.
From intial triage it does not appear the remaining Bugzillas meet the inclusion criteria for Maintenance Phase 2 and will now be closed. 

From the RHEL life cycle page:

If this BZ was closed in error and meets the above criteria please re-open it flag for 7.9.z, provide suitable business and technical justifications, and follow the process for Accelerated Fixes:

Feature Requests can re-opened and moved to RHEL 8 if the desired functionality is not already present in the product.

So, the next steps are
 1. port https://github.com/opencontainers/runc/pull/2224 to https://github.com/projectatomic/runc/tree/docker-1.13.1-rhel 
 2. make some upper level actually provide 'CollectMode' annotation.

I will work on item 1 soon.

Derrick, https://github.com/projectatomic/runc/pull/29 is a shortcut, which just sets the CollectMode unconditionally. It might actually be enough to remedy the issue (given that the systemd supports this), so there's no need to do what I wrote about in comment #64.

Since https://github.com/projectatomic/runc/pull/29 is merged (and I assumed a version with this PR in is released), and systemd-219-78.el7 is also released, I am not sure what else needs to be done here.

I haven't OCP environment to reproduce this bug, so I gave sanity tests
w/ docker-1.13.1-204.git0be3e21.el7_9.x86_64 and systemd-219-78.el7_9.3.x86_64 
on RHEL 7.9, test result looks good and w/o regression bug is found.
