Description of problem:
After upgrading Satellite from 6.5 > 6.6, the 'access_dashboard' filter permission is missing from the 'Organization admin' and other roles.

Steps to Reproduce:
1. Start with a 6.5 Satellite.  
2. Upgrade to 6.6 as per documentation
 

Actual results(Satellite upgraded from 6.5 > 6.6):
The access_dashboard permission is missing from the GUI and hammer cli results.

Similar successful Expected results occur with a Satellite 6.5 before the upgrade to 6.6. 


Additional info:
If you create a new filter and choose Resource Type (Miscellaneous), the Permission 'access_dashboard' is available. 
If you edit the existing (Miscellaneous) filter, you can add the permission 'access_dashboard'.

Upon review of our valid but aging backlog the Satellite Team has concluded that this Bugzilla does not meet the criteria for a resolution in the near term, and are planning to close in a month.
