LICENSE must be marked as %license.

Since this is a re-review for a retirement because of a FTBFS issue, just a quick review:

+ package name is still OK
+ license still OK
+ builds and installs OK
+ fedora-review finds no issues (except the missing %license use noted above)
+ P/R/BR look OK

Package is APPROVED.
