Turns out this particular (multilib) case is a new regression from pcp git commit 0b842ca416dbd8e5c02c9369b4031b12639501ea relating to recent porting efforts on NetBSD.  I'll chat to Ken to work out a resolution for a future update, but it'll be relatively simple to revert this change via patch for 8.2.

Jan mentioned this bug is causing some problems in the QE environment, so I'm tagging it for inclusion in our next build - fix is already upstream and straight-forward.
