(Manual clone of bug #1772103)

When installing a 3rd-party plugin/module like evolution-ews with background processes running, these may or may not succeed on the load of the module depending whether the module has all its (private) libraries already installed.

The bug #1772103 references an upstream fix, which delays the load, to give the installer some time to place the files in the right directories.
