Description of problem:
The /etc/hosts file fails to be populated on a large scale out of Overcloud nodes.

Version-Release number of selected component (if applicable):
RHOSP 16 <= 2019-01-06

How reproducible:
100%

Steps to Reproduce:
1. Deploy an Overcloud with 400+ nodes
2. The deploy will fail to create the /etc/hosts file on the Overcloud nodes.

Actual results:
A large list of host entries is passed as an environment variable to Bash. This leads to an "Argument list too long" error.

Expected results:
This should be handled by Ansible to prevent this issue. The hosts file should also ideally only be rendered once.

Verified on RHOS_TRUNK-16.0-RHEL-8-20200113.n.0 according to steps above
