Moving target release to the active development branch (4.4). For any needed fixes where backports are required/requested, BZ clones will be created targeting those specific z-stream releases.

kubelet was switched back to the watching secret manager in

Not a regression.  Been a scale limiting factor for a while. Deferring to 4.7

@rlk, when we discussed this bug in our recent team meeting, the question arose as to whether any of the recent upstream changes might have had an effect on this (good or bad). When you get a chance, could you test again on 4.7 to see if there has been any improvement?
