I have opened https://github.com/opencontainers/runc/pull/2203 so we can catch systemd dbus initialization issues which is what I suspect we are running into here.

Moving target release to the active development branch (4.4). For any needed fixes where backports are required/requested, BZ clones will be created targeting those specific z-stream releases.

I attempted to reproduce, but the script didn't work for me. I will try again next sprint
