Description of problem:
Recently in Fedora 31, %{expr:val:<true>:<false>} if-then-else macro syntax
was added to RPM 4.15. Can this be backported to RHEL 8 also?
That will make the new expr syntax much more useful (think EPEL 8 etc).

I think you misunderstand. The %{expr:...} macro in rpm 4.15 only supports string expression evaluation, not conditionals. The powerful conditional stuff is not in any released rpm version yet, only upstream, and cannot be backported to RHEL 8 ever because of the incompatibilities that come with it.
