XML-LibXML-2.0202 brought a regression in SAX interface that, I hope, fixed in perl-XML-LibXML-2.0202-2.fc32. We retracted the updates from Fedora 31 because it triggered additional failures in tests of other packages. These should have already been corrected in the affected packages.
