Description of problem:

There is no default log rotation configuration for gluster-block logs in OCS Independent mode.
Users manually write log rotate config to rotate logs files in /var/log/gluster-block.

Version-Release number of selected component (if applicable):
OCS 3.11.2 or onwards
glusterfs package: glusterfs-server-3.12.2-47.el7rhgs.x86_64
Openshift package: atomic-openshift-3.11.88-1.git.0.47f4e98.el7.x86_64

How reproducible:
100% reproducible

Steps to Reproduce:
1. Deploy OCS in Independent mode.
2. Check log file in /var/log/gluster-block

Actual results:
/var/log/gluster-block logs are not rotated.

Expected results:
/var/log/gluster-block logs should be rotated.
