Description of problem:

The installer option to control the speed of downloads in content syncing (--katello-pulp-max-speed) will be removed in 7.0 along with its functionality.   There will be no mechanism for controlling the speed of downloads.

We need to ensure there is a deprecation notification

This option has been removed, and there is a BZ to track a request for functionality related to what this option did before. Rather than keep two BZs around for the same purpose, I am choosing to close this one.
