Experiencing the same issue with Satellite 6.8. Workaround corrects the issue by editing /opt/theforeman/tfm/root/usr/share/gems/gems/smart_proxy_dynflow_core-0.2.6/smart_proxy_dynflow_core.gemspec What is your system-wide locale and encoding set to? $ locale LANG=en_US.UTF-8 LC_CTYPE="en_US.UTF-8" LC_NUMERIC="en_US.UTF-8" LC_TIME="en_US.UTF-8" LC_COLLATE="en_US.UTF-8" LC_MONETARY="en_US.UTF-8" LC_MESSAGES="en_US.UTF-8" LC_PAPER="en_US.UTF-8" LC_NAME="en_US.UTF-8" LC_ADDRESS="en_US.UTF-8" LC_TELEPHONE="en_US.UTF-8" LC_MEASUREMENT="en_US.UTF-8" LC_IDENTIFICATION="en_US.UTF-8" LC_ALL= Could you check output of localectl as well?
