dnscrypt-proxy 2 does not seem to be built for epel7 (only version 1.6.1-3.el7):

https://src.fedoraproject.org/rpms/dnscrypt-proxy/branches?branchname=master

Is it possibly to build/provide dnscrypt-proxy 2 through epel7?

Following this policy: https://fedoraproject.org/wiki/EPEL_incompatible_upgrades_policy I don't think it is wise to push a new incompatible version to EPEL7. The only alternative would be to create a dnscrypt-proxv2 package only for EPEL7.
