when deploying the dahsboard module behind a proxy/balancer it's necessary to disable the internal mechanism as described in [1]

this doesn't seem to work with ceph-mgr-14.2.4-69.el8cp.x86_64

[root@controller-0 ~]# podman exec e6b92f668a86 ceph config set mgr mgr/dashboard/standby_behaviour "error"
Error EINVAL: unrecognized config option 'mgr/dashboard/standby_behaviour'
Error: exit status 22

when passing --force the key is created but the redirect continues

Moved to 4.1, as commit is already available in upstream release (14.2.5) for downstream cherry-picking.

this is tagged 4.0, but is still ON_QA... should it be 4.1, or should it be CLOSED CURRENTRELEASE?
