With bugs like https://pagure.io/freeipa/issue/8141 and https://bugs.centos.org/view.php?id=16929, there are more and more situations we need to modernize dependencies in IPA packages to pull in right dependencies at the build and install time.

This bug is to cover the spec file changes required for ipa itself.
