Description of problem:
filestore-to-bluestore migration playbook exited successfully despite nt being able to create bluestore OSDs after purging filestore OSDs.

ceph-ansible-4.0.10-1.el7cp.noarch

How reproducible:
Always (4/4)

Steps to Reproduce:
1. Configure filestore 3.x cluster
2. Upgrade cluster to 4.x
3. run filestore to bluestore migration playbook

Actual results:
Playbook exits without failures though bluestore OSDs were not created

Expected results:
Playbook must fail if it doesn't create bluestore OSDs
