Description of problem:
When a foreman task ends up in an error state, it usually shows a troubleshooting information with a link to troubleshooting documentation for more details (introduced in 6.6). However, in 6.7 whole <a href> tag is shown. A regression.

Steps to Reproduce:
1. Create some failing task, for example:
sed -i 's/run/run; raise "Fake error"/g' /opt/theforeman/tfm/root/usr/share/gems/gems/katello-3.14.0.7/app/lib/actions/pulp/content_view_puppet_environment/index_content.rb
2. foreman-maintain service restart
3. In WebUI Content > Content views > Create New > Publish new version
4. Monitor > Task > click the failed task

Actual results:
<a> tag is shown

Expected results:
a link should be shown instead

Additional info:
Seen on Firefox 70.0.1 (64-bit), Chrome 78.0.3904.108 (Official Build) (64-bit)
