Description of problem:
SCAP security guide points in some of the rules to the http://projects.gnome.org/gconf which is no longer available.

It seems the link when 404 around Jan 10th 2020.
The URL was update in 0.1.48: https://github.com/ComplianceAsCode/content/pull/5111
