Description of problem:
When I build using microdnf with ubi8/ubi-minimal I see the following error message `(process:620): libdnf-WARNING **: 21:45:54.627: Loading "/etc/dnf/dnf.conf": IniParser: Can't open file`

How reproducible:
It can be

Steps to Reproduce:
1.RUn a build using https://github.com/VeerMuchandi/openshiftcli-inabox/blob/4.3/Dockerfile
2.You will see the warnings. The build goes ok. It is just this warning.


Actual results:

warning message `(process:620): libdnf-WARNING **: 21:45:54.627: Loading "/etc/dnf/dnf.conf": IniParser: Can't open file`

Expected results:
 
NO warning message

Merged to upstream PR: https://github.com/rpm-software-management/libdnf/pull/888

Changes:
- It will always generate an error if the main configuration file exists
but can't be opened (eg. Permission denied).

- It will always generate an error if the main configuration file was
requested by user (using "dnf_context_set_config_file_path") and it
can't be opened.

- It will not generate error nor warning if the main config file
(/etc/dnf/dnf.conf) does not exists and was not explicitly requested
by user.
