Description of problem:
BZ 1748478 resolved in errata for OCP 4.3 release.  Customer is utilizing OCP 3.11 and has no plans to upgrade into the 4.x suite at this time.  Customer would like a backport for this fix implemented into 3.11.

How reproducible:
Issue resolved in 4.3 errata, but is reproducible in 3.11
