Description of problem:

HTML tags visible on paused tasks page for the Actions::Katello::OrphanCleanup::RemoveOrphans task

How reproducible:
Unknown

Steps to Reproduce:
1. Create a Capsule
2. Delete the Capsule
3. Next Orphan Cleanup task for the capsule will fail
4. Check the paused tasks page for the Actions::Katello::OrphanCleanup::RemoveOrphans task.

Actual results:

Troubleshooting
A paused task represents a process that has not finished properly. Any task in paused state can lead to potential inconsistency and needs to be resolved.

PR with the fix was merged in upstream, moving to POST.

Moving to Assigned, there is an edge case where the original fix does not work.
