Description of problem:
dnf install docker and systemctl start docker on fedora workstation 
but failed:docker.service: Start request repeated too quickly.

systemctl start docker seems succeed in Fedora coreos,but 
docker run -i openshift/origin start failed with :Cannot connect to the Docker daemon at unix:///var/run/docker.sock. Is the docker daemon running?

Moby/Docker/containerd do not work on cgroups V2 you need to change to cgroupsV1 or use Podman. ( I would recommend podman and use cgroupsV2.)

Runc, used by moby-engine, does not yet support cgroups V2. However, you can revert to using cgroups V1: https://blog.christophersmart.com/2019/12/15/enabling-docker-in-fedora-31-by-reverting-to-cgroups-v1/
