Description:
Fastest way to implement any kind of decoding for Run Length Encoded data in
Rust.
Writing a fast decoder that is also safe can be quite challenging, so
this crate is here to save you the hassle of maintaining and testing your own
implementation.

- Latest version is packaged
- License is correct
- Package builds on rawhide
- Built packages install on rawhide
- Standard rust package

One issue: The value for Summary is too long.

Maybe replace it with "Fast implementation of Run-Length-Encoding in Rust" or something like that.
