The only substantial change in 1.1 is the addition of type information:
https://github.com/matrix-org/python-signedjson/commit/31f8c66b015294943706cf5115a3291881e6d2a6

I assume that won't affect any existing callers of the library so this should be fine for stable releases.

The 1.10 release of synapse apparently requires this new type information.
