Description of problem:
Cant find an action to create a snapshot for a PVC.

How reproducible:

Steps to Reproduce:
1. Navigate to Persistent Volume Claims list page
2. Click on kebab menu on the right for any PVC
3. Look for an option to create a snapshot.

Actual results:
User cant find an option to create Snapshot for PVC from UI.

Expected results:
User should be able to create snapshot for PVC from UI.

Setup:
Provider-vmware
OCP Version- 4.4.0-0.nightly-2020-05-07-045837
OCS Version-4.3

Steps to Reproduce:
1. Navigate to Persistent Volume Claims list page
2. Click on kebab menu on the right for any PVC
3. Look for an option to create a snapshot.
result:
User cant find an option to create Snapshot for PVC from UI.
