Description of problem:

`mysql-connector-python` needs to be rebuilt against latest `python-protobuf` release 3.11.2

Your latest build (Wed, 29 Jan 2020 16:35:50 UTC) still requires `python3.8dist(protobuf) = 3.6.1`

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
