User Story: 
As an OpenShift administrator using OCP 4.3 on bare metal (UPI), I want to be able to expand  (i.e. for capacity or performance) my OCS 4.3 bare metal cluster by adding one device at a time.

@kusuma, any reason this bz is moved to MODIFIED state ? Got a setup to verify this bz, not sure will get the setup again.
