Description of problem:
When getting cluster resources in a project, the error message is confusing.
$ oc get pv
No resources found in openshift-csi-snapshot-controller namespace.



Version-Release number of selected component (if applicable):
$ rpm -q openshift-clients

$ oc version -o yaml --client

How reproducible:
Always

Steps to Reproduce:
1. Login in as admin.
2. Switch to any project.
3. Try to get cluster resources. E.g, oc get pv

Actual results:
$ oc get pv
No resources found in openshift-csi-snapshot-controller namespace.


Expected results:
The error message should be "No resources found" as PV is a cluster resource.

This was fixed in https://github.com/kubernetes/kubernetes/pull/89861 and will be brought with the next k8s bump, iow. 1.19. 
So this is 4.6 bug.
