+++ This bug was initially created as a clone of Bug #1581337 +++

PING type health monitors were disabled by default in OSP 13 in BZ#1581337. This was done by backporting a patch from upstream Rocky (https://review.opendev.org/#/c/528439/) with the tweak to default the new option to False.

This downstream change has not been carried to OSP 16 yet, and was noticed today when troubleshooting an OSP 16 cloud where the user was having issues with PING type health monitors.

After discussion at bug triage today it was decided to leave this enables but create a doc bug so we can describe how it can be mis-used.  Michael volunteered to update the documentation.
