Description of problem:
Setting interface as dynamic without running DHCP server will result in mainloop timeout.

Version-Release number of selected component (if applicable):
nmstate-0.2.2-1.el8.noarch

How reproducible:
100%

Steps to Reproduce:

Mainloop timeout

Expected results:
Interface is configured

Additional info:
This is happening only when there is dynamic configured for either IPv4 or IPv6, not both of them at the same time.
