Description of problem:
Let's make https://github.com/systemd-rhel/rhel-8/commit/55798355455b9255458d6a705f8766c4dbe3ef73#diff-0257ef89d36d82de02abb3469d177f0b working

When upstream Dracut detects that systemd version is greater than 240 it automatically includes debug-generator and debug shell to initrd. The version of systemd in rhel8 is older, but we backported those patches.

So let's just include those files every time in rhel8 and add a dependency to the newest rhel8 systemd.
