Description of problem:
When there are no rows present for the MultiColumnField, the headers are still drawn which looks odd as they float above no column inputs.

How reproducible:


Steps to Reproduce:
1.Go to a Pipeline Details page
2. Go to Pipeline parameter
3. remove all fields

Actual results:
The headers are not hidden when there no rows present.

Expected results:
The headers should be hidden unless there is at least one row present.
