Description of problem:
Cloud.redhat.com shows insufficient subscriptions even though subscriptions have been added to access.redhat.com (customer portal) for all workers.

How reproducible:
100%

Steps to Reproduce:
1. Install OCP 4.2.0
2. Go to cloud.redhat.com, subscriptions insufficient (expected)
3. Go to customer portal, add subscriptions for all worker nodes
4. Go back to cloud.redhat.com, subscriptions inefficient (unexpected)

Actual results:
Insufficient subscriptions in cloud.redhat.com

Expected results:
Sufficient subscriptions in cloud.redhat.com
