Description of problem:
There is no Subscription Page in Cockpit UI

Steps to Reproduce:
1.install rhvh-4.4.0.12-0.20200205.0
2.Login Cockpit UI via firfox

Actual results:
There is no Subscription Page for users to register to RHSM

Expected results:
There is Subscription Page for users to register to RHSM

Maybe the page moved to a different plugin and we need to require it.

So I looked a bit and cockpit removed the subscription page to a new package:
subscription-manager-cockpit
the package should only be installed on RHEL systems by default, installing the package will add the subscriptions page

Sent a patch to RHVH D/S since subscriptions are only relevant for D/S.
Will be fixed on the next build of RHVH
