Description of problem:

The ctdb package is missing the following directories which are required for the service to function.

/etc/ctdb/events/legacy
/var/lib/ctdb/state
/var/lib/ctdb/persistent
/var/lib/ctdb/volatile


Version-Release number of selected component (if applicable): ctdb-4.9.1-10.el7_7.x86_64


How reproducible: Very


Steps to Reproduce:
1. Install ctdb package
2. Configure ctdb
3. Attempt to start the ctdb service

Actual results: The service crashes, failing to read/write to the mentioned directories.

ctdb is part of the samba component nowadays.
