I'd like have gscan2pdf on EPEL 8 , what packages are needed on EPEL 8 that aren't available yet .

Probably plenty of them. You can get the list by yourself. Uninstall perl-libs in your Fedora, then ask dnf to install gscan2pdf. Take the list of the packages. Then take your EPEL machine and check each of them whether it exists there. If not that is missing.

I'm sorry, but currently I don't have time to deal with this request.

oh ok, no worries, I just ask because you may already have more information . 
But I'm more concerned about sane-backends and sane-frontends packages availability on centos 8 / epel 8 

I really liked the results on Fedora ... I may try built it on copr .
oops sorry what I really want is the gimagereader with which need tesseract

This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle.
Changing version to 33.
