[patch] Update to 0.18 (#1802403)

Comment 2 Upstream Release Monitoring 2020-02-13 05:05:25 UTC
the-new-hotness/release-monitoring.org's scratch build of rabbitvcs-0.18-1.fc30.src.rpm for rawhide failed http://koji.fedoraproject.org/koji/taskinfo?taskID=41475242

Comment 3 Patrick Monnerat 2020-04-26 15:50:40 UTC
... and adapting the 0.18 spec file to Python 3 is now mandatory since 0.17 already fails installing in F31 because it's listed in obsolete packages. See https://github.com/rabbitvcs/rabbitvcs/issues/293.
