Description of problem:
Based on dev advocate feedback, and verified by UX, a double-click action on the Topology Window does a scale up which feels odd when you are trying to select a node  and accidentally click twice.

How reproducible:

Steps to Reproduce:
1. Add a workload to a namespace.
2. Navigate to the developer perspective topology view.
3. Double click on the workload node.

Actual results:
Graph zooms in.

Expected results:
Double clicking on a node should not cause graph to zoom in.
Double clicking on an open area of the graph should zoom in.
