Description of problem:
Horizon in RH OSP16 still uses old Red Hat shadowman logo. This is not consistent across the rest of Red Hat product portfolio.

Also the small icon at the browser tab also uses old shadowman icon.

This is fixed (and was fixed for a moment before release) in openstack-dashboard-theme-16.0.2-1.el8ost but it seems the final release didn't pick it up.

The original fix from https://bugzilla.redhat.com/show_bug.cgi?id=1780048 didn't make it to GA.

This works in the latest rhosp16 puddle.
