Description of problem:

In the document https://access.redhat.com/documentation/en-us/red_hat_satellite/6.7-beta/html-single/release_notes/index, it is mentioned that the BZ#1732056 have the settings `Default Custom Repository download policy` as immediate. This setting is available in the newly installed Satellite but missing from the upgraded Satellite

How reproducible:

Always (only for upgraded Satellite)

Steps to Reproduce:
1. Upgrade your Satellite from 6.6 to Satellite 6.7-beta
2. Administer > Settings and click the Content tab.
3. Check for the setting `Default Custom Repository download policy`

Actual results:
`Default Custom Repository download policy` is missing

Expected results:
`Default Custom Repository download policy` should be present

The actual name of the settings are:

Default Red Hat Repository download policy	
Default Repository download policy

The doc (https://access.redhat.com/documentation/en-us/red_hat_satellite/6.7/html/release_notes/release_information#enhancements) says: 

Satellite 6.7 uses separate settings to configure default download policies for Red Hat and custom repositories: "Default Red Hat Repository download policy" and "Default Custom Repository download policy".   The 2nd one there isn't actually correct, but i think is a better name, so we'll work on changing that display name.

actually upon further investigation it looks like a change in the satellite code base (6d74a9c0092) reverted the name to its old text.  This isn't an upgrade issue, it also happens on new installs.  I'm inclined to juts wait until 6.8 because it will automatically be fixed there.
